Scheduled posts not working properly

Hi hi,
I am trying scheduled posts at the moment and it came to my attention they actually do not send emails/post on social media until i visited my dashboard. My post this morning was scheduled for 9 AM and it did not send up information till 9.30 (when I logged in). Anyone that knows if i am doing something wrong? I obviously set the time and date correct.
The blog I need help with is: (visible only to logged in users)

Scheduled posts do not publish until the first visitor to the site after the date and time scheduled clicks in and triggers publication of the post.

You can either confirm or reset your timezone here > Settings > General. There you select the closest city to you in the same timezone in the drop-down menu and then click “save changes”.
If you are logged in as Admin under the exact same username account that registered the blog this is what you see here

Thank you for making that clear, must have missed it, I got dyslexia those texts sometimes become huge walls for me.
