Scheduling time changed on me

Is there a reason every time I access a scheduled post the posting time moves back by 4 hours?
The blog I need help with is: (visible only to logged in users)

That’s very strange. Is your timezone set correctly?
The default timezone is UTC time. You can confirm or reset your timezone here > Settings > General. There you select the closest city to you in the same timezone in the drop-down menu and then click “save changes”.
If you are logged in as Admin under the exact same username account that registered the blog this is what you see here
