  Hi there.
  Setting up a theme is very easy here in WordPress.com with a lot of available themes and design. :)

  1). To set up a theme, go to your_site->Appearance->Themes
  2). Select the specific theme which you like and click on “Activate this design”

  However, if you want to install a custom theme, you need to upgrade your plan to a business or e-commerce plan.
