Screen Options have been lost

  Hi all!
  I cannot find the “Screen Options” tab. I think it should be in the upper corner next to the Help tab like on the picture here http://support.wordpress.com/screen-options/
  But my Dashboard has only Help tab like on this picture http://codex.wordpress.org/images/thumb/6/61/options-general.png/640px-options-general.png

  The blog I need help with is: (visible only to logged in users)

  It looks like miracle, but it has just appeared. I was looking for this option for 20 minutes at least. Sorry for disturbing!

  When something disappears from your wordpress dashboard, always try logging out of wordpress, clearing your browser cache and cookies, restarting your browser and then try again. Many times that will fix the issue.
