Screen Options-Welcome missing.

  When I use the following link I cannot gain access to the editable dashboard. My dashboard is very limited and does not have a welcome button.
  http://businessdefender.com.au/wp-admin/
  When my host provider uses the same link, he is able to access the editable dashboard.
  I used to use [redacted] to login-now that will not work.

  The blog I need help with is: (visible only to logged in users)
