scroll bar

  I run the site http://www.rtec-rtp.org and lately on our homepage the scroll bar will not scroll to the bottom even the though the actual page will. The scroll bar stays stagnant on the left and cannot even access the bottom half of it. How do I change it?

  I took a look and everything is working properly.

  Do you also encounter this issue in a different browser? for example Firefox or Safari?
