Scrolling on Blocks Section Doesn’t work

I have several websites with WordPress using the new updates with Guttenberg already added. All my sites work except one. When I go to add blocks (title, photo, paragraphs) I can add just a few before it goes below the section that has ‘Theme SEO settings’ ‘Layout Settings’ etc and you can’t see anymore. On the other sites when you get to that and add a new block that section moves down so you can see the blocks. I wish I could show you a screen shot.
Now this only happens on IE and Chrome browsers but not in FireFox and it does it on both of those browsers no matter WHAT computer I use. I have the most current updates for Windows 10.
None of my other sites have that issue when I use Chrome or IE so why this site? What can I do to fix it.
