WordPress planning anything of this sort, or is

Do you have an example of what you mean by scrollytelling?
If you are looking for a site that provides posts that continue scrolling without the need to go to a different page, then we indeed do have the infinite scroll feature:

Hi, thanks for this. The infinite scrolling is not what I am after. I am thinking in terms of visual storytelling; in its simplest form you start with a full page image on one post or page, then when you scroll up text flows over the image to tell a story about the image, keep scrolling and a new image appears, keep scrolling and a different block of text appears over the second image, etc etc. You can substitute video for images, bring in audio, charts etc etc.
One of the earliest examples is “Snow Fall” by the NYT, 2012, so it is quite old now, there are lots of other examples out there, news organisations use it to make their longform stories more engaging for users.

Oh I see what you mean, you’d need a theme prepared for that – we do not have any in our library. You may find some in external theme stores but you may also need a developer to prepare a custom one for you.
To add an external theme to your WordPress.com site you’ll need plan Business.
