I want to add some information like certificates of students in the wordpress website. Public /students should find individual certificates by searching with their roll number. Is it possible in free plan? If possible then how?

Some themes have a search bar built into the header. If this function is not already built in to your theme, the Search Widget can be a possible solution. It adds a search box to your blog sidebar or footer, allowing readers to easily search your site for posts and pages you’ve written in the past.
In case the certificates you mention include any sensitive information of your students, I would definitely reconsider posting it to the public, online. If you want to have the certificates with personal data on your site, I would recommend you to make sure your Privacy Settings are appropriate (Private – which means only specific people to be able to view it).
