Second sites/blogs possible?

  I remember hearing a user can have more than one blog and/or site on WordPress but cannot remember what the details are. I have a blog site and now wish to create a second site for collected information about a game.

  1 – Is there a cost or plan involved in having more than one blog/site?

  2 – Is it possible to allow others access to one site but not another? Say I want to give someone permission to edit the second game site but not my blog site or any other site I might create.

  3 – If for some reason I want to transfer control of a blog/site to someone else, is that possible? This does NOT include the current blog that is my personal one. More like I create this game site but then at a future point cannot continue maintaining it for whatever reason, could I transfer control of it to someone else and maybe not have it linked to my account.
