Seeking a method of creating/posting a menu-like image on the homepage

Can anyone offer a more advanced customized method of creating/posting an linked image on the Home posts feed — an image that functions to open up to a new post feed?
On my own, I’ve been doing trial/error for almost 10 months now. I also chatted with the help desk, which directed me here.
To further explain what I am trying to do:
(1) Using the Rebalance theme, I’ve already posted an image on the “frontpage/home” (without a title and without any text content).

I am NOT INTERESTED is displaying a list of posts arranged via shortcodes. Instead, I’d like to have that image link DIRECTLY to a new posts feed within a specific category — but which does not display that image within.
(2) I have not found Display Posts short code that can help achieve the same end. Since the front page is a post feed, Display Posts short code will automatically populate the post with a list or table of posts. That’s not what I am trying to achieve.
(3) I tried Page already. I have — in the past — created a Page (for example: http://cultureofoneworld.org/gps-global-picture-square-2/), which by default has been linked to the menu (text only, but no image). In this example, I included in the content Display Posts short codes that will automatically populate the post with a list of posts.
That’s NOT what I’d like to do. Because it is a Page, it will not actually appear as a single image on the Home/Front Page.
(4) I’ve tried using the Image Post Format; the problem is that it created yet another intermediary post — as opposed to an archive of posts within the same category.
(5) I’ve tried using the URL Link Post Format, which is attached to the image. That link needs to be hidden. The problem with this approach is that, after one publishes it, the Front Page Display will STILL show the entire URL, and there is still yet another intermediary post.
In short, I am trying to put an image post on the “front page display/posts page” — an image that is linked to a 2nd posts page. Thus, when clicked, the latter link will direct a user to another posts page (posts are sorted via categories, tags or project tags).
I’ve purchased a Premium upgrade so I am able to customize. WordPress disallows the use of Plugins (I don’t know why) so I can’t install them. My preference is to lose the use of “Categories: “Category Name,” because this formatting sucks for my purposes.
I do not know enough about changing the php files. Besides, that’s not an option on WordPress DOT COM.
In short, the image linked to a 2nd posts page function like the cover of a magazine. Or a special section in an online magazine.

There is no way with CSS to change the links on the featured images shown on the blog page. The image and the title on the posts on the main page will link to the single post page. We can hide the featured images on single post pages though, with the following CSS.
.single .post-hero-image { display: none; }With a static front page, images could be inserted into that page and then linked to the various category pages (although you mention not liking the categories pages). It does take a bit of custom HTML within the page content area, and then we would need some custom CSS and Media Queriesto control the display of those images so that they work well on all screen sizes. Are your categories going to be relatively constant (ie not adding a lot more)?
Just on the off chance you have not looked at a Categories page, here is the one for your Breaking News category.
WordPress disallows the use of Plugins (I don’t know why) so I can’t install them.
WordPress.com is a multi-user environment which means that we all share the same WordPress and theme files. Given this structure, if someone were to add a plugin that had a security issue, or some bad code, it could potentially bring down tens of millions of sites hosted here. That is also the reason that script such as Javascript is not allowed.
Given what you have described, you may want to consider self-hosting your own WordPress installation on a different web host, which would give you full control over things and allow you to add plugins and modify the theme PHP script files as you see fit.
One last suggestion would be to take a look at MH Magazine theme. The front page template on that theme has a plethora of widget areas and you could use image widgets within those to link to Category pages, or to static pages with display posts shortcode. It is a complex theme with a lot of flexibility and you may wish to look over the set up page for it. If you think you might want to try it, and then it ends up not working for you, you can get your money back for 30 days.
