Selective comments?

I want to have a space on ONE page for comments, not on every page. Also, I am asking for longer comments–how can I set up the comments box so the ‘more’ function works without the commentor having to insert that?
The blog I need help with is: (visible only to logged in users)

All WordPress blogs have comments open on all pages and all posts by default. WordPress.COM comment boxes expand automatically to accommodate the text submitted.
You can enable and disable comments on posts on WordPress.com blogs on this page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

I spotted another issue. On that same post this is the combined block of categories and tags you have assigned to the post:

As you have assigned a combined total that exceeds 15 Categories/Tags to your posts, you need to edit and delete. http://en.support.wordpress.com/posts/edit-posts-screen/ After removal of the excess categories and/or tags note it may take several days for your posts to begin displaying there.
You are are inadvertently spamdexing AKA tag spamming, you ought to be more concerned about your posts not appearing and being well ranked on Google and Bing SERPS (search results pages) than not appearing on the WordPress.com Topics pages because it’s search engines that send a significant flow of traffic to blogs and they can choose to bury your content where the sun don’t shine for that.
The rule of thumb is to assign to your posts the least, not the most, combined number of only relevant categories and tags that accurately describe the individual post content.
