Self Hosted Premium Site Cannot Load CUSTOM THEME

I have followed all the instructions to upload a custom third party theme.
I have bought a domain, I’m self hosting, I’ve upgraded to premium, but still no option to upload my theme.
Can anybody help..?

If it is self-hosted, you shouldn’t buy WordPress.com upgrades.
http://leepowers.me/ is however NOT self-hosted. It’s a WordPress.com blog. You cannot upload external themes on a WordPress.com blog, whether it has Custom Design and domain upgrades or not. IF you bought the premium bundle thinking you could upload themes, get your money back.

There is no way to use a third party theme on a WordPress.com blog.
You would have to buy hosting somewhere, change the nameservers so your domain pointed to your new web hosting, install software from WordPress.org, import the contents of your WP.com blog into that blog and then add the theme according to instructions from WordPress.ORG.
