what does self-hosting mean and if I have my domain through GoDaddy isn’t that my host?

Self hosting is the act of having your website totally under your control. This can include you managing all whole aspects of it, from setting up the web server to installing software, to simply managing your weblog software like WordPress.org.
You can use a domain purchased somewhere other than WordPress.com (like GoDaddy) and use it here at WordPress.com by mapping it. https://en.support.wordpress.com/map-existing-domain/
WordPress.com and WordPress.org are completely different. You can read more on their differences here: https://en.support.wordpress.com/com-vs-org/

You purchased your domain i.e. oshkosheventrental.com through GoDaddy, thus, in this case, GoDaddy is your domain registrar. As for the site itself, it’s currently hosted with WordPress.com.
Self-hosting means that you purchase a hosting service from a 3rd party such as GoDaddy, 1 and 1, Dreamhost to host your website. This is basically the main difference between self-hosted WordPress.org and WordPress.com. Further information can be found on this support page: https://en.support.wordpress.com/com-vs-org/
