self hosting/plugins

I just upgraded my account in an attempt to 1) self host my blog and 2) install plugins that I need to add. I was told that if I upgrade I could do these things but if that is not the case then know that these were my intentions for upgrading.

Is there a way I can have these things done to my blog or would I need to start a new blog with WP.org? -
A self-hosted WordPress site is by definition a WordPress.org site. WordPress.com sites are hosted by WordPress.com. WordPress.org sites are hosted by whatever webserver you choose “yourself”. Hence, self-hosted.
And yes, only WordPress.org sites can use plugins. So if your site plans require a plugin, you will need to look into setting up a self-hosted WordPress.org site.
