Does anyone know any plugins for support tickets that have the functionality to limit the amount of tickets a user can create or can sell a specific amount of tickets to a user ?

That’s a very bespoke system and you may need a developer to build something like that for you. You may even wish to consider using a support/help desk system that connects to the site, but is managed separately for your user base.
Is this for a site that’s already built or are you looking to embark on a brand new project from the ground up?
