I have a WP-hosted free site for a reunion group that cannot afford a monthly plan. I would like the blog to be an open forum for anyone in the group (about 60 max) to post and respond to. Can that even be done? Can I create 60 User IDs for them (they would control their own p/w)? Is there a plugin for the free site that can help with that?

For someone to be able to create posts, they need to be added to the site as at least an Author user role:

But it can be done.
Can I create 60 User IDs for them (they would control their own p/w)?
It would be better if each person create their own account, – each account would have to be connected to a unique email address, and the owners of the individual email addresses would need to activate their accounts before the accounts can post anything.
You can provide everyone with this link to create a username account without creating a WordPress.com site as well:

Once they’ve done that, they can provide you with their email address or username, and then you can use that to invite them as authors to your site.
Also, for the type of site you’re describing I would recommend our P2 theme:

This theme is unique in that it allows new posts to be created from the site itself, i.e. without having to visit the dashboard, shows post comments on the front page, and when someone comments on a post it updates in real time for anyone currently viewing the site, without the need to refresh the page, which makes it very well-suited for use as a basic discussion forum.
