Sempress menu location?

  Is there a way for me to set the menu to appear below the header image? It appears below the header with text headers but not with image headers.

  Yes, with some Custom CSS. If you have the Custom Design upgrade it’s something you should be able to move. Luckily, we have a CSS Customization forum for help with that.
