Send password to new user

  Does the option to Send password to new user via email work if the blog resides on the WordPress servers? I’ve set up a blog on a hosted service and this feature does not work. There are so many comments in the forum on wordpress.org complaining this feature does not work and there is no resolution so I’m wanted to find out if I set up my blog on WordPress servers, will this feature work? I also want to send email notifications out when there is a new posting and new comments.
