SendPress – Double Opt-in

Hello,
I am a newbie to WordPress. I switched from Joomla.I have a minor issue with sendpress.
In my vision is that I was sending out a monthly newslatter.
So I pulled sendpress.
But to not violate the law, so first I need to get permission from those people that want to receive messages from me.
What I understood so the Double Opt-in Email, the function that sends email to people. In that email will be two operas written about what it is and link. Once they click on the link, in my database are registered as active.
Is that so? I understood it well? Now comes the thing to send this e-mail send from the press.
When I’ll create a new email and then I want to select a list of people, so the list is empty because they are all set as unconfirmed. They must be active to see them.
