How can I manage SEO for my website, beyond what I am already doing according to your ‘Traffic’ recommendations?
For example, how can I change my ‘permalink’ structure? Is this feature available on my current website? Does it require a custom or upgraded website?

Beyond the content you create, everything that would affect SEO is handled automatically on WordPress.com.
Permalink structure cannot be adjusted, even with our upgrades. Though you can choose custom URL names (aka ‘slugs’) when creating new posts and pages:

If further customization of SEO functions, including permalink structure, are important to you. A self-hosted site running the WordPress.org software may be a better fit for you:
