Hi!
Are wordpress.com sites allowed to use third-party SEO, or are they required to use the wordpress.com SEO service?

You’ll need a paid Business or eCommerce plan to use any third-party plugins here, that includes SEO plugins: https://wordpress.com/support/plugins/

The site we’ll be using just asks for the site url and does it for me. I’m asking if that is allowed.

I don’t know the exact name.
I have it saved in my browser bookmarks because the name is too hard to remember.
I just want to make sure it’s not against the terms to use annother service to have my site submitted to google.
I’ve checked the terms and didn’t see anything about that, but I would just like to double check and make sure.

I’m sure that site is fine, but I would question any stats that are gathered in that way. It sounds like they are not adding any tracking to the site source code directly, so stats may be inferred (or even just a best guess) but may not be accurate.

SEO is great on WordPress.com without your having to do anything special other than post to your blog regularly.
The longer your blog exists, the more you post, and the more people who visit it, the higher it should climb in Google’s rankings. A site’s search visibility is not related to the stats package that you use on it, so even free sites can rank very well in search results.
