Please read:
http://en.blog.wordpress.com/2013/03/22/seo-on-wordpress-com/
http://dailypost.wordpress.com/2013/04/11/seo-and-your-blog/There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/See here for a full comparison WordPress.com vs. WordPress.org
http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

To reiterate, I am specifically inquiring about blog post titles – if including symbols (plus sign, amersand etc) and punctuation marks will negatively affect SEO rankings.
Thanks!

Please read the posts in the Staff blogs I linked to above and know the SEO here is excellent.
http://en.blog.wordpress.com/2013/03/22/seo-on-wordpress-com/
http://dailypost.wordpress.com/2013/04/11/seo-and-your-blog/If you ran the same content on a free standing wordpress.ORG install the SEO would not rival the SEO you have on an identical blog here at WordPress.COM. More to the point is that you cannot change the permalink structure on any WordPress.COM blog in any event.

Hi jonathanolivia! I will give you some tips that I use personally and I always achieve good results with this process!
First off, I have never heard of special charters having negitive effect on seo, just make sure you dont over do it and make sure the content is readable!
For seo, your title should contain your “keyword” in the phrase. Its best if it appears closer to the begging. Use keyword variations. I personally use a recommended minimum of 40 charaters.
Besure to also implement subheading tags – (h1 and h2) that contain keywords and relevant phrases.
Here is a good video overiewing this:http://www.lakenetwork.net/using-heading-tags-in-wordpress/
Ensure that your content is readable and not spammy!
Have aleast one image in the body and use alt tags with the targeted keyword
Content should be no less than 300 charaters and your keyword should appear within the first paragraph
