While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
In general, you won’t need the SEO pack stuff on WordPress.com. The SEO here is better than I have ever seen anyone be able to generate with one of those plugins. For one thing, you have the power of a full company behind you and for another, most of those SEO plugins operate on fairly outdated SEO theories.
