We cannot access metadata on free hosted WordPress.com blogs as we are all on the same multiuser bloggging platform and wal blogs wearing the same theme are using the same underlying template. We cannot edit templates and themes and insert any metadata at all. http://en.support.wordpress.com/themes/editing-themes/
You may also want to view this Google video where Matt Cutts addresses this > Google does not use the keywords meta tag in web ranking http://www.youtube.com/watch?v=jK7IPbnmvVU&feature=player_embeddedGoogle recommends the XML sitemap as the best means of communicating site specific data and WordPress.com automatically generates an XML sitemap for your blog http://en.support.wordpress.com/sitemaps/#xml-sitemaps-for-search-engines
There’s a special process for us to use to verify ownership of free hosted WordPress.com blogs with the major search engines and it’s the only one that we can use. http://en.support.wordpress.com/webmaster-tools/

Thank you very much, all very helpful. I’ve verified ownership with both Bing and Google. Would it be possible for you to let me know about plugins? I realise it is different between .com and .org
I have read http://en.support.wordpress.com/plugins/, but can’t seem to find where the available plugins actually are? Thanks

There is no FTP access to our free hosted WorPress.com blogs and we bloggers can’t install plugins for security reasons. http://en.support.wordpress.com/plugins/ Also note that there is no upgrade you can purchase that allows FTP access and the ability to install plugins. Only those with WordPress.org installs can use plugins http://support.wordpress.com/com-vs-org/
