How do I utilize meta data such as slug, meta data description etc.? I’m not seeing all the SEO tools I need to use.

First of all, great question. :)
The most important part of maximizing SEO on WordPress.com is writing often, and writing well. But once you’ve gotten into that habit you’re right to make sure that all the tools are best setup for your site.
Here’s a quick description about what each of those tools do:
- Slug is to used to give your page or post a unique URL to share. Normally WordPress creates a URL automattically, but if you have a keyword in mind for that page or post, the slug will change the URL to your custom slug instead.
- Meta data is a technical way of saying “information about how this site is set up.” It can be useful to some human readers, but it’s very useful to computer readers like Google. The cool thing is, you really don’t need handle anything with meta data. WordPress.com has it setup for you everytime you change or update anything on your site. Some folks like showing the Meta Widget if they know their readers are technical, or are trying to entice subscriptions to their RSS feed.
- Description. It sounds like you’re referring to “description” within Image Settings. Whereas captions are displayed along with the image on your post, and alt-text is displayed as hover-text or as part of screen-readers for blind users of your site, the description is only displayed on the image’s attachment page. It’s entirely optional, and if you have a good alt-text and/or caption usually not necessary. However, if you rely heavily on image attachment pages it may be useful to you.
