Is it possible to install the plugin on my blog on wordpress.com?

You cannot upload and run the Yoast SEO plugin or any other blogger installed plugins on a site hosted by wordpress.COM. For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
