SEO/Bilingual blog and number of tags. 10 tag limit?

Dear bloggers,
we’re blogging on http://www.detroitjetaime on the city of Detroit in French and English. We have a bilingual plateform and all articles are in both languages. But the tagging can only be done in one language (right?), which is a bit of a problem…
Sometimes we have 14 tags in both languages which is above the limit of 10 tags (this post is a good example: http://www.detroitjetaime.com/2011/12/12/detroit-lights-by-cecile-antonio-guest-bloggers/).
Any tip on what we should do? Limit tagging to one language only?Also I wanted to ask you guys, shall we remain very broad in our tagging or would it be better to tag not so frequent words (like suburbs or / the name of that suburb)?
Does tagging interfere a lot with google search? What about the tittles of ours posts: is there also a number of character to optimize your tittle for search?Sorry for asking questions that might have been answered enlsewhere (about tagging I really looked through but it seems nobody really tackled the bilingual issue)!
