If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

If you think plugins will make you money then that means you have been misled. One doesn’t need a single plugin to learn on site SEO and apply it and if you can’t do that then you need another way to make a living. You aren’t allowed to initiate advertising at all on any WordPress.com blog. You need to hire a web host and set up your own WordPress.ORG install to run ads.
We do have an advertising program called WordAds, which you can read more about here: http://wordads.co/
Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:
http://support.wordpress.com/advertising/

http://en.wordpress.com/tos/If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this link to learn about the differences:

If you do choose remain here at WordPress.COM note it takes weeks for search engines to index content in a new blog and/or to re-index content under a new URL. What attracts search engines is unique content in posts (not pages) ie. original content that cannot be found anywhere else on the internet.
To verify blog ownership of a WordPress.com blog with the major search engines you must use this process > http://en.support.wordpress.com/webmaster-tools/
Note: Even if you do not verify the blog the content will be indexed by search engines so don’t feel panicky about this please.Note also that WordPress.com automatically supplies sitemaps for our blogs to search engines – we do nothing. http://en.support.wordpress.com/sitemaps/#xml-sitemaps-for-search-engines
