I need a separate password for my domain name so a publisher can make and publish my website. How can I do this? I don’t want them to have access to my blogs.

Well, WordPress.com isn’t a hosting service, if that’s what they’re asking for. The Dashboard of your blog is all you have to give access to.
Are you saying you want them to have their own account to access your Dashboard? If so, you can invite them at whatever user level you want to via Users -> Invite New in the blog’s Dashboard.

I want them to be able to use http://www.evoillusion.org to make a website for me. I don’t want to give them the password to my blogs so my blogs won’t be damaged. Will naming them a “new user” safely work for me?

Yes, just invite them to the blog, and they will only be able to work with the blog you invite them to.
