separate posts to pages

I am working on a newsletter where I need a new group of posts for each issue. I am wondering if it is possible to create multiple pages with specific posts and different categories. Or if someone has another solution.
I have tried to separate the posts by month and then use the Archive widget to retrieve the posts within that month, but the categories do not update from month to month, so I thought I would try separating the content by pages that incorporate a new set of posts.
I am trying to get away from making a new blog for each month. Thanks.
