  I want to arrange have my earliest posts appear at the top and more recent posts to appear below in descending order. Is that possible?

  Yes it is possible, you can make Sticky Posts so those posts will “Stick to the front page”.

  Sticky posts are only useful if you want to stick a few posts to the front of a site, such as an intro about you/your site. You’d probably break something if every single post forever was a sticky post.
  The reason sites have the newest post at the top is for SEO and because once your site has been around for a few years/has a few hundred posts regular visitors would quickly tire of seeing what they had already seen and having to scroll endlessly to reach the newest post.
  Saying that there could be a legitimate reason why you need posts in chronological order… if you were writing a book with each post a new chapter. So yes it can be done. See: https://en.support.wordpress.com/show-your-posts-in-chronological-order/
