Serious question re: support options

I put in a (simple) question last week, asking how to submit my tax-exempt documentation so that I can upgrade my WordPress.com account. It got shunted from ‘expert users’ to WordPress.com support, according to the chat and the notification at the top of my this contact page.
But I haven’t even received an email confirmation in the last week that the request was received.
And this is a simple, standard business operating procedures question.
Is this the level of support that I’m signing up to pay for? If so, how is it NOT worth my while to just self-host?
And also, seriously, to whom to do I sent my tax-exempt credentials so that I can make this purchase, if it’s actually worth my while>
