  If you’re wondering — Uploading themes and plugins isn’t supported here at WordPress.com. Those are special features, available when you maintain and host your site elsewhere, using the downloadable WordPress software.

  The good news is that much of what folks want to accomplish is possible at WordPress.com anyway.
