Setting Tags

There’s a lot of information about tags, except that I can find neither a basic description of how they work nor instructions on how to set them. For example, if I click on the “tags” link below, I’m taken to other posts that maybe have the word in them, but not to anything like the tutorials available for many other WordPress features.
