Setting the Blog Icon

Please I am using the aruba domain service hosting my wordpress. I have tried uploading the blog icon on the setting but the Blog Picture/Icon is not found here. Where do I find it?
The blog I need help with is: (visible only to logged in users)

It sounds like you are working with a self-hosted WordPress.org site instead of the WordPress.com-hosted version supported here.
