setting time

  i am very new to blogging..i need to set date/time on my blog..actual time can be tuesday, feb 14 3:00 p.m. and when i post it will display wednesday, feb 15 1:00 a. m. Please speak to me as if you are talking to a sixth grader, I need details..please..thanks
