Setting up a new website

I have a website with WordPress (hosted by Bluehost) that I just changed the domain name of on Bluehost. So now I have to set up the new website in place of the old one (I had never actually done any work on it), but I don’t know how to do that and what steps I need to take.
I don’t have a site linked to this WordPress.com account
The blog I need help with is: (visible only to logged in users)

Hi there! You’ve landed on the support forums for websites that are hosted here on WordPress.com; were you planning to set up your new website hosted with Bluehost? If so then it may be worth contacting Bluehost support directly, as they’re better-placed to answer questions about setting up the free WordPress software (which comes from WordPress.org) with their hosting!
There is also the option to check in with the WordPress.org community forums too in case they can make suggestions for how to proceed with Bluehost-specific queries:

Ok, I already have a plan with WordPress, and had the website writetimeandplace.com (domain hosted by Bluehost) as my site, so named because I was going to use it as a freelance writer website. I decided to change direction and do my own blog site, so I just changed the domain name with Bluehost to abcvintagelife.com, and now I want to change my website on my WordPress account to that name. Do I have to pay again for a new plan on WordPress in order to do that, or is there a way to change my website to the new domain name on my current account?

The username of the WordPress.com account can be changed here: https://wordpress.com/me/account – this would be different to account within the site abcvintagelife.com.
If you wanted to access the site abcvintagelife.com via WordPress.com, with the new domain it would need to be disconnected and reconnected via Jetpack.
