Setting up a static page

  To setup the front page or “home” page as static the instructions read
  Click Settings → Reading on the left menu in your Dashboard.
  You will see the following options. Set yours to look like this:
  ( it shows a box where I should be able to set this up)
  I am not getting this option when I go to my dashboard-settings-reading?

  The blog I need help with is: (visible only to logged in users)

  Create two pages first http://en.support.wordpress.com/pages/ so there is one for your posts to display on and one fro the new static front page.

  After you do that you go to > Settings > Reading and make the designation change and click “save changes”.
