I want a read-only website where I can upload files that can be downloaded. I do not want anyone sending me emails or trying to contact me in any way. I will give the website address to people I want to have the files.
The blog I need help with is: (visible only to logged in users)

While it’s possible to link to individual files uploaded to the Media Library, file download functionality beyond that would require the use of custom plugins (supported on the Business plan and above):

If you want to remain on the Free plan, a membership site may be a good alternative:
https://en.support.wordpress.com/tutorials/build-a-membership-website-tutorial/
Only visitors who are logged in to the membership site would be able to view the files (a link to the file in the Media Library or inserted into a post or page).
