You can change your site’s title by going to My Site > Manage > Settings.
Regarding what plan you should use, it really depends what features you want for your site.
If you want to try out features of the paid plans, that will require you to upgrade, but WordPress offers a full 30-day refund on all plans if you aren’t happy with it. You can read more about plans here: https://wordpress.com/support/plan-features/
With SEO, WordPress.com handles a lot of that for you but if you want to increase your traffic further, perhaps read the support document https://wordpress.com/support/seo/.
