setting up comment options

  How do I allow comments? do i ask for their username and email address as requirements ?
  How do I do that?

  Go to your Dashboard and look under Settings->Discussion. You can set your requirements there.

  Comments are allowed on all posts and pages unless you do something to DISallow them.
