Setting up dual language

Hello everyone,
I am very new to wordpress.com. I was wondering how can I set up a dual language website using wordpress.com. I would like to create a website that can be displayed in both Chinese and English using one domain name. Is this possible?Thank you in advance :)

At this time there is no FTP access to our free hosted WordPress.com blogs and we bloggers cannot install plugins. We cannot use Microsoft or Google translation widgets or any other JavaScript widgets, as the code is stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

If you are bilingual or multilingual and want to publish your free hosted WordPress.com in two or more languages but do not want to rely on machine translation that can be done. You can have two or more blogs in different languages and interlink them via categories and custom menus.
