Setting Up ECommerce Store

Two quick questions… Right now I am simply trying to setup a shell of our new store. That way I can work on it in the background and seamlessly transition to the new store once I have all the SKUs properly setup.
1. Do I have to fully pay for the eCommerce $45 plan to start work?
2. I need to use this theme? Is it available to me on the free plan? https://wordpress.org/themes/library-books/
3. What limitations does my free plan have? Am I not able to setup and email blog posts? Please advise.

If you want to work on your store, be it in the background you would have to sign up for the eCommerce or Business plan, whichever you are going for since there is no way to even set up a store while on a premium plan or lower. You can pay on a month-by-month basis and I’m sure they have cancellation and refund provisions if your concern is that you might not want to proceed with the plan.
you can check out their page, if you scroll a little below it gives a straight comparison of what each plan provides especially the free one you enquired about. You can definitely blog and set up a blog but adding emails is another story as you will need a custom domain for that which you will not be able to connect while on the free plan.
