Setting up for API access

  I’ve had a wordpress blog for years (flowchainsensei.wordpress.com). Now I’d like to access some content and add pages programmatically. I guess the api is the way to go and so I need an access token or key or some such? How to get this? Documentation tells me to ‘create a wordpress application via the wordpress.com developer site’? THE THING IS my web server is a development server on my desktop PC (localhost) and I DONT BEGIN to understand the ‘create application’ form and all its questions, especially in the case of a localhost server. Can you help?
