Hi there,
I am trying to set up a website by following this (https://www.youtube.com/watch?v=F0Dx7fmAIN) youtube tutorial. When I get to the step at 20 minutes in I have a lot less on my dashboard than he does. Is it because he has registered with his own domain? I skipped that part and can’t think why else the dashboard is so different. He has things like Permalinks and plugins, I can’t see either of these. Anyone had the same or similar problem?The blog I need help with is: (visible only to logged in users)

Tutorials like that are for WordPress.ORG software installs and do not apply to WordPress.COM hosted blogs like yours.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

A blog is a website.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.

Note that every theme will have a detailed theme description page with set up instructions and a live demo site page that you can consult. Here’s an example:

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you want to hire a web host go to http://wordpress.ORG/hosting and then you can set up a wordpress.ORG install like the one depicted in the tutorial you referred to. Then, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
