Setting up site: why can't I use a particular name?

    I’m trying to start up my site, and the name I want to use is
    projectorca.wordpress.com
    but it is not an option. There is currently noone using this name- so why can’t I use it?
    I have tried to change site names, my current site name stands at:
    projectorcawordpress.wordpress.com.
    Horrible!
    How can I change this?
    I have followed all these instructions:

    Go to My Site → Domains and click on your .wordpress.com address. There, click on Edit Site Address, and you’ll be taken to your WP Admin dashboard.
    And ended up here:

    If you want to change the title of this blog (currently ‘projectorca’) you can do so under Settings.

    After changing your blog address you can transfer traffic from the old address. You can do so by purchasing the Site Redirect upgrade. Do not discard your current address if you wish to do this.

    But it says this domain name is in use! Which it isn’t! HELP!
