Setting up users for my site

    I am creating a website for my local community and would like to manually create a login for each of my neighbours with a unique login and password for each local property. I do not have e-mail addresses for all of my neighbours so I cannot invite them online. I want to create logins manually which I will then post to each neighbour so that they can access the website, post comments, contribute material, photos etc
