Setting Up WordPress as a City Vendor

  I am looking to set up a webpage for a program in our city website; however, we are only able to purchase from designated vendors. Can WordPress be set up as a vendor? It requires the completion of a W-9 and the ability to invoice payments.

  The blog I need help with is: (visible only to logged in users)
