I do not see Publicize in Settings Menu
The blog I need help with is: (visible only to logged in users)

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Settings > Sharing

Then you aren’t referring to a WordPress.COM hosted blog and are posting to the wrong support forum. We cannot help you as we do not provide support for any blogs that are not hosted by WordPress.COM.
WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums. http://en.support.wordpress.com/com-vs-org/
